NEW DELHI: The statehood for Delhi is a bit of joke. The Delhi government has no control over one of the most important wings of governance – police.
Delhi Police is under the central government which has used its huge force (70,000 now) for keeping intact its VIP culture.
Monday’s gangrape of a Danish tourist at the Delhi railway station has led to charges by the newly installed AAP chief minister Arvind Kejriwal that Delhi Police – over which he has no control – is a highly compromised police force.
It is very true. Some time ago there was a study or report that said that 85 percent of the cops in Delhi Police get jobs through bribes. Almost all cops come from rural areas and they have no connect with Indian Police Service (IPS) officers who are their bosses.
Thus, Delhi Police is the model from our colonial past that our brown rulers since 1947 have kept intact to serve their purpose. Cops are recruited through bribes, they are not well educated (barring a few) and they are poorly trained and their pay scales are pathetic. So what can one expect from people who get their jobs through bribes and then get poorly paid?
No surprisingly, Delhi Police is most famous only for its haftas (weekly extortion from shopkeepers, vendors and transporters, etc).
Most of these cops, who are supposedly the ears and eyes of the Delhi Police, can be seen hobnobbing with criminals and crooks in the back alleys of Delhi. They know who is a drug smuggler, rapist and criminal. But such is the nature and character of the Delhi Police that nothing can be expected from this force.
Worse still, very few cops are left for policing that benefits the common man. Delhi Police is for VIPs – politicians and babus – in the national capital.
Delhi chief minister Arvind Kejriwal was right when he said on Thursday, “If you don’t arrest drug and sex offenders…this is where tendencies of rape begin.’’
He added, “Why are rapes happening in Delhi? The security of the people has been left to God, and whatever little crime incidents are not happening is not because of the Delhi Police, but in spite of it.’’
The first step to remedy the situation is to bring the Delhi Police under the Delhi state government because it is this government which is answerable to the people who elected them, not the VIPs of the Central government.
The central government has been saying that Delhi is the national capital and that security is a big issue, and thus Delhi Police should be only under its control.
But why cannot the Central government raise it own force for VIP/security duties and leave Delhi Police to the Delhi government? This model of policing of the national capital is simply not sustainable because of the awakening among the masses. Delhi elected leaders have to fight and snatch control of the Delhi Police from the Central government.
Two, all the recent gangrapes in Delhi have been committed by low-class vagabonds who roam the streets of Delhi, thus shaming our middle classes and India globally. The classes of these vagabonds are breeding fast and becoming a menace. Something drastic – like population control and education of these classes – needs to be done to stop this dangerous trend.
The Aam Aadmi Party government should not listen too much to the newspapers and TV networks controlled by elites, corporates and their lackeys. Its duty is to the masses of Delhi.
